COMPONENT 3. IMPACT EVALUATION AND MONITORING OF SME DEVELOPMENT PROGRAMS

Component 3 objective and tasks

The component 3 objective is to support the improvement of design, prioritization, sequencing and effectiveness of SME development policies and programs.

Component 3 implementation includes the following tasks:

  • provision of institutional integration in the evaluation of existing public policies and support for impact evaluation of programs with the development of the dashboard, including:
  • - institutionalization of objective policy-making at different organizational levels;

    - assisting in the establishment or development of institutions performing M&E of SME policy; Improving monitoring;

    - Support to impact evaluation of programs.

    - Improving monitoring;

  • Conducting a national baseline survey of SMEs with the development of a comprehensive Concept of SMEs development aimed at increasing participation of SMEs in the economy of Kazakhstan up to 50%.

Support to the Institutional Integration of the Evaluation of Existing Public Policies and Support to Impact Evaluation of Program

The measures under Component 3 have a dual objective:

  • to raise awareness among the different ministries and Statistics Committee in order to adopt an M&E framework that is capable to provide better evidence based on policy for SMEs;
  • to assist these institutions with the design of an institutional framework to evaluate public policies.

The following activities appear expedient to support the institutional integration of the evaluation of public policies:

  • Institutionalizing evidence-based policy formulation at multiple policy levels;
  • assistance in the creation or development of structures implementing M&E of policies to assist SMEs;
  • Improving monitoring through streamlining of M&E frameworks and adding indicators to nudge more effective implementation;
  • Support to impact evaluation of programs.

Institutionalizing evidence-based policy formulation at multiple policy levels

  1. This activity related to workshops highlighting the importance of M&E frameworks, as well as exposing the different agencies to international best practice experiences.
  2. PIU will arrange the selection of a consulting firm/consultants to conduct training workshops in order to raise awareness about the international lessons learned and assess the possibility of their application and adaptation to the local context.

Assisting the creation or development of structures implementing M&E of policies to assist SMEs

  1. This activity related to Project is assisting the creation or development of structures implementing M&E of policies to assist SMEs.
  2. The activity will elaborate a proposal documenting the different alternative institutional designs for the M&E of policies supporting SMEs based on the existing data.
  3. The proposed institutional designs will enable developing an appropriate system and coordinating existing M&E departments in government ministries and agencies implementing SME policies. This may also include recommendations on determining objectives, tasks and functions of the framework (government institution) being created and its place in the public administration system.

Improving monitoring through streamlining of M&E frameworks and adding indicators to nudge more effective implementation

  1. This activity will provide technical assistance to MNE to develop a standardized M&E framework to be implemented across all SME support institutions based on international best practices.
  2. This will include the development of a logical theory of change for each SME program, the selection of realistic indicators for inputs/outputs and outcomes of the programs, capturing changes in these indicators as well as changes in SME’s M&E systems, tracking program costs and interpreting and reporting results.
  3. PIU will engage a dedicated consultant to develop the terms of reference given the complexity of the assignment and the need for experience and knowledge in this area. PIU will arrange the selection of appropriate consulting firms / consultants to implement the activities.

Support to the Impact Evaluation

  1. This activity is to ensure that accurate methods are used to assess the impact of existing programs, including capacity building and technical support in public policy evaluation through short courses and workshops.
  2. An evaluation of selected existing SME support programs and a pilot evaluation of a new SME support program will be implemented.
  3. PIU will select on a competitive basis a firm / consultants who will conduct

Conducting National Baseline Survey of SMEs with the Development of an Integrated Concept for the Development of SMEs in order to Increase the Share of SMEs in the Economy to 50%

  1. One of the main measures taken to develop the M&E structure should be a comprehensive baseline survey of SMEs, which will provide an opportunity to identify the needs of SMEs and will facilitate the development of SME programs. In cooperation with MNE, NCE and the Committee on Statistics, a national baseline SME survey will be organized to determine the place of SMEs in the country and facilitate the selection of firms to participate in programs and evaluations.
  2. Based on the results of the national baseline survey of SMEs, an integrated Concept for the Development of SMEs will be developed that will cover all the necessary measures to bring the SME sector to the level of a catalyst for the socio-economic development of the country. In particular, given the low share of SMEs' output in the country's GDP, the purpose of this Concept is to increase the share of SMEs in the country's economy to 50%.
  3. For this purpose, a consulting firm / consultants will be selected on a competitive basis to conduct research and develop the Concept for the Development of SMEs. The PIU, with the assistance of the NCE, will develop terms of reference for conducting the survey. If necessary, a separate consultant will be involved in developing the terms of reference.
